Client Background & Role Summary:

Our client is a Bursa-listed company in the Oil & Gas downstream refinery business. The Quantity Surveyor will report to CFO and shall be responsible for all QS and contractual matters related to the execution of the construction contract including but not limited to payment certificates, claims, variation orders, etc. He/She will be tasked with analyzing existing budgets and making improvements, reviewing plans and preparing quantity estimates, negotiating with various contractors and vendors, as well as building relationships with clients and site managers.

Key Responsibilities:

Financial Management

  • Act as a liaison between finance department and site managers/engineers /project team.
  • Identify potential financial or construction risks.
  • Review architectural plans and prepare quantity needs as well as oil and gas project based on agreed project details.
  • Estimate the quantity and costs of materials/manpower inclusive of contracts and documents reviews
  • Accountable for budgets review, monitoring for payments, inventory needs, and materials.
  • Responsible to analyze costs for maintenance and additional project needs inclusive of tracking changes in plans or constructions; update budgets.
  • Advise on property taxes, regulations, and local laws.
  • Analyze completed projects to determine ROI and compare costs.


  • Preparing reports, analyses, contracts, budgets, risk assessment, and other documents.
  • Advising managers and clients on improvements and new strategies.
  • Keeping track of materials and ordering more when required.
  • Documenting any changes in design and updating budgets.
  • Ensure all documentation of project progress, materials, and reports on project are auditable timely.
  • Utilize software to calculate, record, and track inventory and estimates.
  • Registering the project and maintain in SAP system.


  • Managing and monitoring contract administration by ensuring Bills of material, preliminary Cost, variation order and reconciliation of Accounts report are accurate.
  • Independent and requires minimum supervision an taking off, tendering, prepare preliminary costing for the project and able to budgetary control.
  • Keep track of construction materials and inventory.
  • Reviewing construction plans and preparing quantity requirements.
  • Liaising with site managers, clients, contractors, and subcontractors.

Leadership Qualities

  • Performed measurements and taking off quantity for structural and architectural works to prepare cost estimates for projects.
  • Evaluate and prepare project progress claims and variation orders
  • Basic Accounts and responsible for full spectrum of accounting functions.
  • Ensure accuracy and timeliness of monthly closing of accounts.
  • Establishing and maintaining professional relationships with external and internal stakeholders.

Data Analysis and Interpretation

  • Review and analyses monthly financial performance inclusive of cashflow and funding requirements by project based.
  • Ensure compliance with accounting standards, taxation regulations and other regulatory requirements.
  • Analyze costs for maintenance and additional building needs inclusive for budgets utilization, payments, inventory needs, and materials.
  • Track changes in plans or constructions; update budgets.
  • Analyze completed projects to determine ROI and compare costs.
  • Track changes to the design and / or construction works and adjusting budget projections accordingly.
  • Able to analyze financial records and apply data to improve results.
  • Experienced at compiling and following strict budgets; strong estimating and financial analysis skills.
  • In-depth understanding of construction, materials, pricing, and industry.
  • Able to analyze problems and strategize for better solutions.


  • Bachelor’s degree in Quantity Surveying, Engineering, Management, or similar.
  • 4 years and of general construction and oil and gas estimating experience, financial experience, construction experience, or related field.
  • Sound knowledge of construction; whilst able to execute estimating or finance experienced is advantageous.
  • Strong analytical and critical thinking skills.
  • A team player with the ability to interact at all levels.
  • Able to work under pressure and independently with minimal supervision.
  • Excellent negotiating and interpersonal skills.
